How selection works
Accepts out-of-state applicants; preference to Tennessee residents. "Preference for admission is given to those who permanently reside in Tennessee. Applications from residents of Tennessee, TBR defined border counties and applicants from our contiguous Appalachian area are welcomed." Preference also to active duty military and honorably discharged U.S. veterans. "Out-of-state applicants who demonstrate a strong academic ability as well as a strong interest in our mission or commitment to serving our region are also encouraged to apply." Certain NC/VA border-county ETSU graduates treated as Tennesseans.

Where official sources disagree
- tuition: 2026-27 budget lists out-of-state total tuition & fees of USD 49,844, but its line items (maintenance fee 36,480 + out-of-state tuition 47,424 + fees) do not sum to that total.
